Current water supply and drought conditions of the Delta

Steve MelloHosted by club member, Julie Lancaster Meetings are Zoom only until further notice. Topic: The current water supply and drought conditions of the Delta About the Speaker: Steve Mello, son of Jack & Louise Mello both deceased, long time Delta residents and supporters of the community.
Steve attended Cal Poly and returned home to begin farming with his father (Mello Farms, Inc.) where he gained additional farming skills not taught by books. He is now passing that knowledge onto his son, Gary. Steve is the Chairman of the North Delta Water Agency. He has reported and spoken with California Water officials and has been sought after by various news agencies for his knowledge of Delta water information both past and present. He will be speaking to our club about the current Delta drought conditions and water supply. |

Goal: "We would really appreciate the resident's participation in the survey."
Jessica Rudnick is an environmental social scientist focused on better understanding human decision-making and behavior change around complex social-environmental issues. She completed her PhD and MS in Ecology at UC Davis, where her focus was on farmer behavior and agriculture-environmental governance. In her position at the Delta Stewardship Council, she is focusing on 1) building a collaborative social science community in the Sacramento-San Joaquin Delta; 2) synthesizing existing data on stakeholders' uses, values and perceptions of the Delta as a place; 3) establishing longitudinal monitoring of the 'social health' of the Delta through recurring surveys and focus groups with key stakeholder groups; and 4) extension programs that focus on community capacity-building for policy engagement and youth environmental policyeducation and training opportunities.

Delta Levees

Topic: Delta Levees About the Speaker: Currently, Gilbert Cosio, Jr. is the owner of River Delta Consulting. He is also seeking appointment to the Central Valley Flood Protection Board (CVFPB). The CVFPB is one of our partners in protecting our residents from the dangers of flooding.
Gil just retired from MBK Engineers where he also received the Integrated Floodplain Management Award at the 2019 Floodplain Management Conference in San Diego for “35 years of protecting Delta Islands and Delta infrastructure”.
Mr. Cosio has spent his 38 year career as a flood control engineer in the Central Valley, most directly in the Sacramento-San Joaquin Delta, where he served as the District Engineer for over 30 reclamation districts. It is in this capacity that Mr. Cosio constantly strived to balance the region's flood control needs with the critical habitat the Central Valley provides, while also finding innovative ways to improve the environment and reducing flood risk to these communities
Mr. Cosio has been an expert and advocate for regional sustainability of the Delta. He has served on many expert panels, including CALFED; Delta Vision and Blue Ribbon Task Forces; the Bay Delta Conservation Plan; Water Fix; and the Delta Conveyance Program. He has been a contributor to the California Central Valley Flood Control Association (CCVFCA), as their engineer, working across the aisle to support legislation to improve the State Plan of Flood Control levee system and to promote program funding.

Property Rights and Liberty-Based Public Interest

Damien Schiff, Senior Attorney at Pacific Legal Foundation (PLF)Hosted by club member, Dave Stirling Topic: Property Rights and Liberty-Based Public Interest About the Speaker: Damien Schiff is a senior attorney at Pacific Legal Foundation (PLF). He leads its environmental practice group, a unique initiative that draws broadly from PLF's expertise and success in property rights and separation of powers litigation. Over the years, Damien has represented hundreds of landowners and property rights advocates to defend their liberties against heavy-handed and unwarranted environmental and land-use regulation. His litigation experience includes Sackett v. U.S. Environmental Protection Agency, a groundbreaking decision in which the U.S. Supreme Court upheld the right of landowners to challenge Clean Water Act compliance orders issued by EPA, and Contoski v. Norton, PLF's successful effort to force the federal government to make good on its promis to delist the bald eagle from the Endangered Species Act.
Besides litigation, Damien has written academic articles on a variety of subjects, including the Endangered Species Act, the Clean Water Act, greenhouse gas torts, the duty to rescue, and international water law. He has appeared on a variety of television and radio programs and has been quoted in The New York Times, The Wall Street Journal, Harper's Magazine, and The Economist, among other publications.
He obtained his law degree magna cum laoude from the University of San Diego School of Law, and his undergraduate degree magna cum laude from Georgetown Unitversity. While at USD, he was a research assistant for Professor Bernard Siegan, a leading consitutional theorist and advocate for property rights and exonomic liberty. Immediately prior to joining PLF, Damien clerked for Judge (and former PLF attorney) Victor Wolski of the United States Court of Federal Claims. Damien credits the mentoring and examples of Professor Siegan and Judge Wolski for his decision to pursue a career in liberty-based public interest litigation.
Damien lives in Sacramento with his wife, two young sons, four chickens, and a cat named Princess. in his off hours he enjoys stamp collection, Gregorian chant, and martinis-preferably at the same time.

He has worked as an economist, an attorney, a certified financial planner, an agricultural loan officer, an agricultural cooperative president, a State Representative in Michigan and a public school business manager. He obtained a Juris Doctor degree from Stanford Law School and completed the coursework in two Ph .D. programs (Agricultural Economics and Education Administration). As an active Rotarian since early 2017, he has flown to the Nakivale Refugee Settlement in Uganda three times since February 2020 to guide a non-profit organization he founded to assist the refugees at Best Future School and led the effort on two Rotary International Global Grants for Nakivale.

In this role, she oversees all environmental planning and permitting activities related to the Department’s pursuit of modernized Delta conveyance. Prior to joining DWR, Carrie spent 21 years in the private sector working on feasibility studies and environmental compliance for large water and restoration projects in the Sacramento-San Joaquin Delta and throughout California. Carrie’s extensive experience includes several large- scale planning efforts, specifically Yolo Bypass fisheries restoration, the San Joaquin River Restoration Program and Long-Term Water Transfers. |

Her latest production is an autobiographical comedy about infertility, a still-taboo issue that affects 1 our of every 8 couples in the US. In her presentation, Meirav will share how humor helped her transform something personal and isolating into a surprisingly accessible performance, and how everyone can utilise theatre and humor as tools for empathy and tolerence. |
