About the Speakers:

Jim Allan and Madeline (Maddy) Barton bring complementary backgrounds in public service, land stewardship, and community engagement to their work at the Cosumnes River Preserve.

Jim serves a President of the Friends of Cosumnes River Preserve non-profit, drawing on a long career at Solano County's Agricultural Commissioner and Weights and Measures - Sealer, as well as more than two decades of service on the Thornton Fire Department Board.  His professional experience and civic leadership reflect a deep commitment to conservation, public safety, and responsible land management.

Maddy Barton is the Volunteer and Outreach Coordinator for the Cosumnes River Preserve and grew up on the Sacramento - San Joaquin Delta in Clarksburg, where her early involvement in FFA, youth sports, and community programs helped shape her connection to agriculture, land stewardship, and public service.  She previously worked for California State Parks providing interpretation and education to off-highway vehicle users and now focuses on building volunteer opportunities, strengthening community partnerships, and expanding access to environmental education at the Preserve.

Jim and Maddy will speak on behalf of the Cosumnes River Preserve about who they are, there future goals, and their future engagement with the local community.

Why is this project important?

The Schoolhouse project protects, promotes, and enhances the unique cultural, historical, natural resource, and agricultural values of the Clarksburg Region and the Greater Sacramento Delta. The 1883 Schoolhouse is an iconic symbol of the dedication of our early leaders to education and improving the Clarksburg community. The Schoolhouse is Clarksburg’s virtual and interactive scrapbook that will capture, organize and share the history of our community. It is also an important gathering place for meetings and community events

The primary objective is the draft salmon management practice on a full-sized rice field and assess the extent to which natural-origin or “wild” salmon used the 125-acre Sutter Bypass rice field after the floodwaters had receded.

About the Speaker:

Pat grew up in Elk Grove and attended Kerr Middle School and Jesuit High School before receiving his BA from San Diego State University. After college, Pat moved back home to Sacramento County to help the family business following his grandfather’s death in 1998.

A native Californian, Pat was born on George Air Force Base in Adelanto, CA. His family lived in Salisbury, England and Fort Walton Beach, Florida until his father, Col. Harlan B. Hume died during active duty in September of 1977.  After the Col.’s death, Pat’s family returned to Elk Grove, where his mother’s side of the family had lived since 1946.

His father served in the US AirForce and died in the line of duty when Pat was still in school.  Pat’s grandfather Harry Hume was city manager in Chico from 1930-1950 and his mother’s family has had a strong presence in Sacramento County for over half a century.  Pat is dedicated to veterans and has been a driving force behind the City’s Veteran and Public Safety Street Naming Program.

Pat models his sense of character and integrity on his grandfather Jim Guttridge, who served on the EGUSD school board for over two decades and was a charter member of the Rotary Club of Elk Grove. Decades later, Pat would go on to serve as President of the same club.

Pat and his wife Lisa are active in the community, including the Chamber of Commerce, Soroptimists, Project RIDE, Strauss Festival, EGACT, EGPAC and the Elk Grove Regional Scholarship Foundation – where Pat now serves as President. Pat chaired the extremely successful Spotlight Elk Grove and serves as a pro-bono auctioneer for groups like the Food Bank, Chicks in Crisis, and the Teen Center.

Local Commitment. Regional Leadership.
Pat served on the City of Elk Grove Planning Commission from incorporation until he was elected to the City Council in 2006.  He has been overwhelmingly re-elected four times.  His work on regional boards, including Regional Transit, Capital Southeast Connector Joint Powers Authority and LAFCO (Local Agency Formation Commission) has earned Hume the reputation as one of the area’s leading voices on transit and development.

About the Speaker:

Dr. Terry Smith began a non-profit more than ten years ago.  Thier goal was to improve the health of woman and children in eastern Burma/Myanmar.  Our club has followed this journey with Dr. Smith almost from the beginning.

It is an area where 80% of all childbirths occur at home and less than 1/2 are attended by a skilled health worker. The support of Metta Calana has proven to be a crucial means to protect and promote women's health.

Base camp is on the Thai-Burma border.  Dr. Smith does training for health workers in remote locations and oversees the distribution of equipment and medicine that improves the quality-of-care women receive during pregnancy and delivery.  Also supported is Health Care House for women and girls with HIV/AIDS.

Over the last year our Rotary donation has been to provide contraceptive choices to hundreds of women and to provide pregnant women with medicines and nutritional supplements to make their childbearing safer.

Any further donation will go towards a year of work with local clinics to train new health care workers and equip them with the skills and tools they need to serve their community.  The donation would help secure a hemoglobin color scale that will access the presence of anemia in pregnant women.  It will also go towards the purchase of equipment and medicines that will be distributed to the health clinics.

About the Speaker:

Mitzi McClelland is the Branch Supervisor at the Walnut Grove Library.  She has been with Sacramento Public Library for 12 years, working across various branches before taking the helm at Walnut Grove four years ago - and promptly fell in love with the community and its rich and fascinating history.  A third-generation Brentwood native whose family put down roots in the Delta in the 1930's, Mitzi brings a deeply personal connection to the region she serves.  She studied English Literature at CSU Stanislaus - a few more decades ago than she cares to admit.  During the 2020 lockdown, while looking to pass some time, she discovered a strong interest in genealogy and ended up earning a certification through BYU Idaho.  In her personal time, Mitzi is an active member of the East Contra Costa County Historical Society.  For her, family history research is far more than names and dates - it is a doorway into the human family, a way of understanding where we come from and recognizing the lives and stories that shaped us.

About the Speaker:

The Locke PRDA has gone forward with the purchase of the Star Theater in Locke California .  The Star Theater was known to have shown silent movies and hosted live acts as well. The town of Locke is on the National Register of Historic Places.

The Star Theater known operated in the town of Locke (originally Lockeport) which was founded by Chinese immigrants in 1915 when their enclave in nearby Walnut Grove, south of Sacramento, burned in 1913.

• Scheduled for 9:30 am to 11:30 am - Meet at Paul Barnes Park
• This is a clean-up day and the location will be announced in April.
• Lunch Following in the Koinonia Room at the Community Church.
• Everyone is welcome, whether or not you participated in the work.
• Rotary will be suppling the garbage bags, safety vest, and a litter picker upper.

About the Speaker:

Tracy Kosinski is an Interperter 1 in the Delta Sector of California State Parks.  She has been in her role since October 2025.  She came to Rio Vista from the Central Coast of California.  Tracy has served in California State Parks for nearly 7 years in the field of interpretation and education and has dedicated her broader career to working with the public in various roles of customer service, education, health, and recreation.

Josh will share some wonderful news with us - and wonderful news for the town as well.  Gourmet coffee will soon be served at his increasingly popular Everythng Swee Bakery.  It is fast becoming the cooletst place in town for our townsfolk to gather, relas, and hang out together.
